So I'll be in Vegas for the first time next weekend and I will most definitely be on a budget. Does anyone have any suggestions for food, whiskey, or smokes that won't break the bank?

If you are "definitely" on a budget I would stay close to Fremont St. and by close I mean don't step foot off it while downtown :)

Vegas used to be, like 20-30 years ago, used to be a place where you could get $1 beers and steak and eggs for a few bucks and steak and lobster for $7.99.  It is no longer that type of destination, but your money will go much further on Fremont St than it will anywhere on the actual strip.

Best prices for everything you mentioned in your post will be found off the strip.  IMHO the some of the best dining choices in Vegas are found off the strip as well :)  

Use apps like yelp or tripadvisor to research the type of dining choices you would like to know more about.

Man back in the day you could eat 10 pounds of prime rib for under 10 bucks it seemed!

Agreed.

Down town is going to be your best bet, but it isn't exactly cheap either. I can recommend plenty of awesome spots, but none are cheap, few are even really reasonable. Haha. 

Vegas isnt designed for a cheap trip anymore. There where some CRAZY deals during the pandemic, but the "rush" has been on since things reopened and deals have been much harder to find the last 6 months or so.

If you're planning to buy cigars in town, go way off the strip as Nevada's tobacco taxes aren't so hot (plus the tourist markup).  Most of the proper cigar lounges will charge you a cutting fee if going BYOC - usually 10 or 15 dollars.  My take, unless you're specifically seeking something at the lounge (like a mojito at Casa Fuente or a chair and a TV as Casa de Montecristo), is to find some good bars in hotel casinos to post up at.  The drinks are usually quick and cheap(er), no cutting feeds, and great people watching.  

My personal favorite spot is the Baccarat bar at Bellagio.  It's right inside the casino floor and on the main drag between the front doors and elevators.  It is comfy, has stupid hot servers, an elevated view of the casino floor, and backups to the high roller cards room (you'll overhear fascinating stories from folks taking a break from that room).

That's a great spot! Pricey, though. Last time I was there, the "Signature" G&T was $27, the well(tanqueray) was like $17 or $18. I love Bellagio, but the only thing cheap/free there is a 10 minute stroll around the conservatory. I'm never disappointed by the displays.

There is a free tram from Bellagio to the city center shopping area which is fun to walk around (at least it was last time I was there).  I smoke at casa de montcristo or parasol down at the Wynn. Baccarat bar is cool for people watching.

I’ve always found whiskey at Lee’s Discount Liquor very reasonable and they have a good selection.  Google for locations.

Las Vegas Cigar Outlet is good for non Cubans, but I generally have my Cubans delivered right to my hotel to enjoy while I’m there.

There’s still plenty of good value places to eat but you won’t find anything value on the strip.

Vegas on a budget would be Fremont Street. There is a small place called Chicago Brewing Company and Cigar Lounge located in the Four Queens Casino.  Not a big selection but a place to sit, have a drink and a cigar.  You may want to bring one of your own sticks.  I buy one of their cigars and smoke my own.

There a couple of great cigar bars on the strip.  Not cheap but worth a look.

Caesars has two.  The Montecristo Cigar Bar located in Caesars Palace and Casa Fuenta located in the Forum Shops at Caesars.

Resorts World just opened a cigar bar called " Eight Lounge".  Not cheap but a must see.

Yes, I go to Vegas a lot.
