Could have a significant impact on Trump administration’s ability to enforce a blockade on Cuba. Though there are certainly other forms of leverage at play, they lack the speed and punch of immediate tariffs without a rulemaking process.

Please be mindful of the forum’s rules; I bring this news up only in the context of US policy apropos Cuba.

They'll just "bake the cake" with a different recipe. The blockage will remain on Cuba.

No question they’ll try, they just have less immediately leverage over countries like Mexico now. Nevertheless there are other levers available.

Is there anyone really lining up to replace the quantity of oil Venezuela provided if the blockade were to actually be lifted anyway? The oil they got from them was mainly subsidy and unless that arrangement was somehow in place again they would only be in a slightly better position. Maybe Russia could step up, but for the long term that doesn't seem likely. I also can't think any other country with the means is turning on the tap for them because there wont be anything in return.

They are 40% self sufficient (apparently). Incoming oil is largely bartered/contra on security/doctors/nurses/soldiers/cigars/rum/UN votes and regional/international talkfest support for despised regimes and leftist groups. 

Russia talks a big game but has shown little. China is a net importer of oil. Mexico is best bet and most practical but in a bind with Trump. 

If not checkmate then certainly cornered.

You will, of course, pass along the refund to your customers who paid the tariff surcharge, right?

I don’t love this idea at least not in the place in time we’re in here. And if we’re talking specifically in terms of cigars, this would be very bad, unless everyone likes paying the insane tobacco taxes if you do travel there and buy. We also have the plain packaging laws that have ruined box art so kids can’t be lured by the names or colours. Thankfully, we do have weed gummies that taste like sour peach candies and weed strains like “unicorn poop” you can buy as long as you have ID.😆

What a mess.  

I wouldn't even know the mechanics.

Imports from Honduras at 10%, our sales refunds, client refunds.

It would take a full time accountant two months to unravel it.

I had to pay up for my Christmas presents sent from abroad last year by my elderly parents. DHL, like all shippers gonna have fun with that.
