It would be interesting, Newman could make a US rolled San Cristobal with Cuban tobacco! I'd try it, but I'm sure it would be $$ if not $$$

@Çnote sorry the way I read it was that the legislation would allow for the import of the cuban tobacco. There would still be the issue of cuba even exporting raw leaf. Didn’t see that it was covered in the article

From the article:

Only Habanos can legally classify a cigar as being Cuban or containing Cuban tobacco, and there are presently no third-party premium cigars containing Cuban leaf that Habanos has officially sanctioned.

Maybe I'm reading between the lines too finely...I'd love the option for a Havana Claro, but I'm not about to hold my breath.

@Çnote I figured any Cuban tobacco that was outsourced from cuba was smuggled. I have no evidence or facts to support this idea, just figured so. 
 

but based on the article, it looks like HSA is the only entity that has to power to classify a cigar “cuban”

If it happens I would buy and try it all the same.  Interesting concept.  I would love to see Honduran Legacy Corojo wrapper leaf covering an otherwise all cuban blend.  I don't care what the cigar is called or classified as, if it's good it's good.

Seeing as Cuba doesn't export leaf (officially) outside of LCDH, and this proposal would permit only "unofficial" importation, I expect it would open up an entirely new (and profitable) avenue for the production of fakes - I imagine even legit producers would keep their sources hush-hush, making unverified claims the norm.

From what I remember there's a Canadian cigar manufacturer that imports Cuban tobacco based on some grandfathered agreement or some such.

Frank Correnti. Not sure if they still have that arrangement. The Cuban tobacco they have is decades old and mostly, hole ridden filler.  Rob visited them way back in 2010/11 with some other locals. He may have more insight

If Newman thinks he can import tobacco from Cuba directly from the farmers and bypass Habanos S.A. and the Cuban gov't, he is smoking something other than good cigars! And he is delusional to say the least.
