No question they’ll try, they just have less immediately leverage over countries like Mexico now. Nevertheless there are other levers available.

The oil they got from them was mainly subsidy and unless that arrangement was somehow in place again they would only be in a slightly better position. Maybe Russia could step up, but for the long term that doesn't seem likely. I also can't think any other country with the means is turning on the tap for them because there wont be anything in return.

Incoming oil is largely bartered/contra on security/doctors/nurses/soldiers/cigars/rum/UN votes and regional/international talkfest support for despised regimes and leftist groups. Russia talks a big game but has shown little. China is a net importer of oil. Mexico is best bet and most practical but in a bind with Trump. If not checkmate then certainly cornered.
