On whatever website you've found them, it's perhaps cigar-related, and thus someone tried to make the connection by adding "cigar" to the descriptions. Those are simple, classic slip-joint folders, type "gentleman knives". Sure, you can also try and use them for cutting a cigar's cap.

I was wondering if there was actually a term/cigar traditionally used for a blade length/shape, both.

Unless of course its designed specifically to cut a cigar in the way of a guillotine, coming with a groove like e.g. the Fines Lames does. 2

From the look of them it's nothing to do with the blades rather the shape of the knife handle, but then again I know nothing about pen knives because I'm not an oddball...or at least that kind of oddball. 1
