Only a guess, but I bet it is to discharge any static electricity, probably generated by the helicopter blades...

I'd say it was to equalize the charge potential between the helicopter and power line. Once he touches the wand to the lines, he can attach a cable to keep the link between the two and prevent any discharge that could potentially down the helicopter.
