"Still" probably isn't the right word. They were 18ish months late, and a 6-12 month production range isn't out of the question for typical regionals. The lack of packaging shouldn't be surprising at all. They're struggling to import even the most basic boxes and bands in sufficient quantities, so the "fancy" stuff not being available makes perfect sense. Maybe they could just toss em in some spare Upmann Noellas jars. 😁

Why not use those jars?  They pretty much identical.  The only thing missing is the leather strap.  They just need to whip up the paper inserts.

Yeah, I'm a bit skeptical of this one. I believe the jars are identical despite the HU being 3mm longer. These glass jars are not difficult to procure or manufacture. Even for Cuba I would be shocked if they couldn't get this sorted.

If they were actually being delivered to stores without packaging it would be Diadema SpA's descision and not Habanos SAs'.

I guess there is a possibility that Habanos said to Diadema "we can't do this packaging, it's impossible, do you still want the cigars," but in that case I think it much more likely that Diadema would solve the problem. Source some jars in Europe, or if they really can't be found then commission some porcelain jars, or make some humidors, or make some boxes. Much more likely than delivering unboxed cigars to retail.

Even that would be unprecedented though (except arguably the Cohiba 55 Premier Edition). Much more usual would be for the rolled cigars to sit in storage in Havana until the jars are ready.

Also I agree with the comments that doesn't seem that hard to source the jars. At least a few batches of Upmann Noellas have been produced in the last few years.
