The boxes with the up and down sticks are boxes that have been inspected and failed QC. They put the defective sticks upside down and then in theory they go back to the factory for repair (new wrappers).

That those boxes then get mistakenly shipped out I guess is a failure in the QC failure process.

I think the QC department was eliminated a long time ago! Needed to shrink the budget.😁
