The Raiders are light years ahead of the Browns because they have changed their draft strategy. In 2014 they got Kahlil Mack and Derrick Carr, the Browns took Justin Gilbert and Johnny Manziel. Both of the Raiders picks are destined to be All Pros and the Browns have cut both of their first rounders. Same goes for the 2015 draft when Raiders took Amari Cooper and Browns took Cam Erving and Danny Shelton, both of who are holding on by thread to retaining their starting roles.
