Trump said on Sunday that Washington was negotiating with Havana's leadership to strike a deal, and he reiterated his claim that Cuba was a "failing nation." Still unclear what exactly will satisfy them; it is, however, becoming clear that - as in Venezuela - their top priority is securing economic assets for administration allies, some of whom have old (and often tenuous) claims to nationalized property. They have quietly gotten the Supreme Court to hear cases later this year which would strip Cuba of sovereign immunity against private claims. Whatever the precise contours of any prospective “deal”, the regime may be faced with paying for its survival by mortgaging those remaining national assets they haven’t stolen for themselves. Important also to note that these US aims could create conflict with other WTO members in Europe and Asia, depending on what the impact is on their nationals and economic interests. However, they all have plenty on their plate as it is in dealing with the US. Others here are better qualified to comment on how the Cuban regime would view such choices. Those of us hoping for regime change may soon be reminded of the admonition to be careful what one wishes for.
