That first photo makes me think it could actually be a binder issue. It looks like the outer 2 or 3 layers aren't burning. I've never seen a cigar burn like that before, Its almost like they used Ligero for the binder instead of Volado. It definitely doesn't seem like a storage issue, but I don't know exactly what the issue is. I wish I had more to offer.

I've experienced similar with several boxes of Monte PE. 18-19 I believe. Part of what's turned me off to them the last few years.

That kind of disaster I tend to believe is processing. That is complete failure to burn. The charring on the wrapper can't be duplicated on a normal cigar. The wrapper will burn right through. Hard to tell whether these issues are binder or wrapper as the binder could be working as a sink preventing the wrapper burn like if you were to wrap paper around metal and try to burn it. 

I suppose you could remove what's left of the wrapper and see if it's combustible to confirm which one is the issue.

I had this once. The reason is most likely is a binder leaf. I read that this happens with an excess of potassium salts in the soil.

I think it was the binder but even the wrapper was only charred, not burned.  The cigar ended up a huge tunnel and the smell and taste was like styrofoam. I'm glad that was the last one as I only got a 6pk.

Ok so I decided to dissect and put each to the flame…

filler burned and stayed lit (left rosado shade leaf smoldering).

wrapper( middle bottom)  took to the flame but the smoke smelled awful, like burning styrofoam. 
the binder (yellow leaf in the middle) just turned black and did not take the flame very well. So mostly binder was at fault.

LOL! And to think Habanos have labeled themselves a "luxury" product. And those Monties are what $500-$600/box now? SMH
