I just opened a bundle of customs and found what look like small burn spots on one wrapper.

I don't see it as a problem at all, just unusual. I've seen some very strange things in my Habanos smoking career, but this is a new one. 

Has anyone else seen something similar?

Somebody branding their leaf? Looks like an M to me - Maximo ?  ?

Never seen that but could it be tar stains from someone that handled the cigar?

Isn’t there a shortage of toilet paper on the Island! Wrappers are SOFT.

It is part of HSA's new pest control plan. As Cuban people are struggling financially, the Cuban govt has taken a leaf out of China's playbook, and created new jobs for the people. Everyone is given a magnifying glass, and they are to burn the tobacco beetles off the leaves. Unfortunately, some leaves may get a little scorched while people learn their new job skill.

HSA saves money on expensive pest control chemicals, and the Cuban govt can report record employment numbers. Win, win.
