If next year is like the last couple of years then I don't think he'll have much luck with the "go the week before the Festival strategy." There are plenty of people around with the same idea. What little stock has arrived in stores has been dribbled out during the week of the Festival (and most of it still gets snapped up by people who have had the foresight to bribe the clerk or have had a Cuban fixer make a deal).

There are always plenty of cheap farm rolls, custom rolls, and "my cousin works at El Laguito" rolls around.

The idea of bringing 300+ of them back to Australia in my baggage is making me sweat just thinking about it. If you were to declare that amount you would be looking at $10,000 AUD+ in duty. If you didn't declare and were caught I think you'd probably get a similar size fine and lose the cigars.
