Plan to travel on vacation to Paris and Rome.  Would like to bring a portable humi with 20 loose CCs, pre-cut for smoking, bands on (though can remove bands if you recommend).  I assume it’s ok, and no customs fee, to bring some CCs for personal enjoyment on vacation?

20 cigars?  How long are you going for?  When I travel for extended times, I roll each cigar in cellophane so they'll stay fresh for the trip and I can grab any amount of cigars without worrying on damage.  A plastic framed guillotine has been fine in my toiletry bag for over 20 years.  You can certainly pre-cut cigars, but you can pre-cut the one's on the go at the hotel.

Seriously. 2 weeks coming up in summer. 30 cigars I'm thinking.

Three day trip? lol.        
 

I have brought them to Europe with no issues.  Plastic cutter and I buy a lighter once in country.

Living here in the US I always take the bands off to avoid problems here at home.  I bring a cutter and cut them there.  Good luck and happy travels!
