Perfecto from Partagas LCDH!?

Hi all. A friend of mine came across this cigar and he is trying to find what it is. I told him what I know on the subject, but I know some of you know a lot more.

Its a custom roll from La Chine/The Partagas Shop to commemorate the 2008 Partagas Festival. I don't have any that old, but I attached a few photos of A custom Pyramides and some regular production sticks I received at the 2016/17/18 festivals.

That seems a very peculiar vitola for La Chine to roll. I've never seen a Cuban custom rolled in Cuba with a fat Gurkha-like double perfecto. The band is from the 08 Partagas Festival but that cigar, who knows. Maybe someone who attended can confirm.

That looks like a reused band.  I have several sticks from that Festival. None look as bad as that or as sloppily applied. God knows what the actual cigar is.
