I would assume the scraps for premium stuff such as Sir Winston isn’t mixed with the cheapest stuff from the same brand and a short filler made with the best leaves still taste better than cheaper lines with long fillers?

Can't answer your question, and am curious about the answers from the more knowledgeable members.

Fwiw, i have never noticed any difference between long, short or mixed filler Cigars

Are you sure it's used in cigarettes? I'm not aware of any cigarettes using premium cigar tobacco. Totally different strains and processing methods. Wouldn't it go exclusively towards ICT products? I have no doubt there is plenty of top-tier leaf in ICT products.

Confirmed.  I knew it was picked up but wasn't sure if it went to cigarettes or ICT (mini's/puritos etal). Source at the scene confirmed it goes for cigs which is domestic obvioulsy. 

The offcuts are not regarded as premium. Literally, scraps.
