Technically, each week transportation arrives for it to be collected and taken to the cigarette factories who will in turn pay some money for the offcuts. Of course, there are weeks where there is no fuel or the transport is broken or both. They run out of room in the cellar and cuban ingenuity/necessity comes into play. There is no separation between super premium by-product and standard cigar by-product. 3 7

I'm not aware of any cigarettes using premium cigar tobacco. Totally different strains and processing methods. Wouldn't it go exclusively towards ICT products? I have no doubt there is plenty of top-tier leaf in ICT products.

I knew it was picked up but wasn't sure if it went to cigarettes or ICT (mini's/puritos etal). Source at the scene confirmed it goes for cigs which is domestic obvioulsy. The offcuts are not regarded as premium. Literally, scraps.
