Can you have a TSA lock on your checked bag coming into and leaving Cuba?

I have had standard locks on my checked luggage. No issues.

I went down to Cuba in January with a TSA lock.  They clearly did not have the master key and bolt cut my luggage damaging it so that the case can never lock it again.  Live and learn.

I have had TSA locks on my luggage going into Cuba, no issues. But then again, I paid for VIP arrival, so maybe that might make the difference.

I have had my TSA locks cut more than once coming into and out of Cuba.

The last two times flying out of Varadero I have had my luggage gone through. First time a couple items stolen and the second time the lock was taken off but nothing missing as I didn't leave anything valuable in there.

Might as well tie a pink ribbon around your suitcase, as it offers the same level of protection as a TSA lock but it looks prettier.

Seems like a ? to me, too. I do not use locks.
