Cuba unveils private sector expansion plan

HAVANA, Sept 24 (Reuters) - Cuba detailed its plan for expanding the private sector on Friday, saying self-employment would be allowed in 178 activities and the government would consider financial credits for the country's new entrepreneurs.
The plan, outlined in a story in Communist Party newspaper Granma, will let Cubans sell food, give massages, train animals, repair cars and homes, sell wine and many other things currently prohibited, in a liberalization of Cuba's state-controlled economy.

There's no point to a "private sector" if as soon as it's successful the state would be knocking on your door. Sure, they'll let you sell pork sandwiches but try manufacturing something anybody cares about. 

Capital simply cannot be accumulated in Cuba. If an enterprise is successful all the government sees is the money coming in and wants it. Or they force you to sell to only the government at the price they set. They have zero concept of things like repairs, maintenance, expansion, upgrades or R & D. They see your gross profit and that's it.
