I would have thought TNG as best by consensus. Deep Space 9 was decent, but the whole religious thing was eye rolling.

Yes and no.

Many of the Maquis (terrorists) were Starfleet officers/enlisted before joining the Maquis. And with the majority of the Voyager senior officers killed in the first episode, that was how the justified having both sides serve on the ship. Chakotay was a Lt Cmdr before joining the Maquis, higher in rank than Tuvok who was a Lieutenant (he was Janeway's Security Officer before the show started). It was also reasoned that if Chakotay was 1st officer, the other Maquis would be more likely to follow Janeway's orders and trust the chain of command.

It's still an iffy concept within military. To think she can instate/reinstate them within Starfleet ranks without any approval. If anything the military branch itself would still consider these folks deserters and criminals. Their position on the ship would not be recognized as a Captain of a vessel can't just absolve criminal records held by the judicial branch and hand out officer ranks to that aren't even in the Starfleet personnel system anymore. I know I'm nit picking on a fantasy/scifi reality. But, I hated the concept right away and stuck with me through the whole series.

Don't forget, as Captain, Janeway has the authority to give field commissions. Outside of the jurisdiction of Starfleet, and to maintain order on board ship, compromises had to be made. Wesley Crusher was a civilian and was made an Acting Ensign, then given a field commission to Ensign, by Picard.

In the case of Seven of Nine, assimilation is better accepted when it is done by a sexy, buxom woman in a skintight unitard and high heels.
