Not sure I understand the point of your post? Non-Cuban cigar companies have nothing to do with the Cuban government nor Cuban cigar manufacturing. Apples vs. Oranges

Look at the label on the sticks under the mold tray.  The ones that wind up in clear top slide boxes.
They look like a fake Cohiba band.

It could be one of the Siglo, Cuba something cigars that could be made at the factory, even not under any of the Plasencia brands

I would be surprised to see Cuban exiles helping the Cuban government like this

Fantastic...I was thinking there was a new world Cuban knock off these could have been. I was slightly off when I Google searched "Cuban Dots", haha.

Yup, just another "wannabe" cigar complete with a band that "resembles" the real thing.
