encephalization Posted October 11, 2019 Posted October 11, 2019 ENSO is a double-edged sword.. A La Niña phasing does bring dry and warm conditions (although the teleconnection to temperature is weaker over Cuba) for the tobacco we so cherish but it can also mean severe drought in the US Southwest and Texas.
