Cigars should not be a problem, particularly being a tourist - just watch out for all your other valuables and ensure you get your luggage wrapped at home. My friend "lost" his suitcase only to picked up by a taxi driver with my friend's name embroidered on his shirt! And they wanted to host the World Rugby Cup! Best, 1
