The reality is that the nuance of the law and the enforcement of it are convoluted and seldom followed.  I don't recommend bringing back a bunch of stuff you can easily source online bc the small risk of confiscation makes the exercise mostly pointless unless you obtain something unique.

 

It's also worth noting that customs officials don't spend nearly as much time scrutinizing the souvenirs of American passport holders returning to America, specifically when they are driving back.  The experience of returning to the States directly from Cuba may be entirely different, I can only share my personal experience.

Checkout the US Customs seizures list at every US point of entry. They are taking away 25 and 50 cigars from many passengers daily.

I am still considering making my first trip to Cuba. Maybe next year when all the crazies in the FOH forum go to the Partagas festival in 2017. Rob's quality takes away all the incentive for trying to bring back a box so it would just be for the experience.
