My understanding is that they come from the grand opening of the Partagas Factory LCDH. I have a Gran Coronas Partagás Largas with the same band:

Haven't been able to find much info on them though. Maybe in MRN's second edition?

I've seen other commemorative bands, which is what this looks like... probably a collector, and might even be a good smoke. I have seen some Partagas that were, um, nadaHabana, but coming from the company store at the factory, I'd be *incredibly* surprised if it were a fake... both from the potential of turning someone off someone to the brand (or worse, to CC's) and destroying one's reputation at the source, to running into deep, um, "mierda" by the Island authorities...
