Did the popper ribbon have a purpose, such as security or holding the cigars in place at retail, or was it just a novelty?

Simon Chase wasn't surprised by the existence or the design of the band, but has no further information on it :(

He told me that at the time of the revolution factories like Partagas made literally hundreds of different vitolas (sizes x size names) many of which were reserved for particular clients in various countries including the USA. After the revolution production of all the sizes continued based on demand. For whatever reason, which might have been that the Seleccion Privada No. 4 was made principally for a US customer, the size was discontinued.

He believes the box dates from the mid to late 1960s.

I'll have to continue my quest to find out more about the box.

Ryan (Mod on here) is a regular knee's up buddy with the Fox gang, if the box was comissioned by them like you mentioned before then he might be able to help you or pass you onto someone who can. The JJ Fox grotto is pretty famous for it's incredible cigars!
