Bill Would Allow Cigar Shipments to Hawaii

In the summer of 2023, a law went into effect that required retailers to get a license before shipping cigars to consumers’ homes in Hawaii. There was one problem: there was no way for out-of-state retailers to get the license.

That meant that major cigar retailers stopped shipping products to Hawaii.

A new bill introduced by Rep. Sam Kong, D-Hālawa, ‘Aiea, and Waimalu, would modify the existing law to allow for cigars and pipe tobacco to be shipped to someone’s home so long as the person is at least 21 years old and the products are meant for personal consumption.

The original bill mainly targeted the shipments of vape products, which the proposed legislation would not affect. However, cigars were included as part of the mail-order sales ban.

Currently, major cigar retailers will not ship cigars to consumers in Hawaii and Utah.
