Exactly my concern as well. Most of his frauds were directed against US nationals, China could care less. They just swooped in to make sure he wouldn't end up in US courts imo.

Edit: 

China will maintain HSA control, not much will change.

Like may countries in Asia, they have limited interest in targeting scammers (or IP thieves for that matter) as long as they steal from Westerners. Chen’s empire targeted Chinese citizens both for stealing and as slave labor.

So let me get this straight, China is complicit because it doesn't defend Western interests?

I don't mean to be controversial and I'm not pro-China either but isn't it a bold statement considering the fact that the West as a whole and some countries in particular are pretty hostile towards China?

No, it’s pro-scammer because it ignores crime networks that benefit its citizens at the expense of others and, in some cases, facilitates them. I’m not sure how it can be any clearer than that.
