Cohiba atmosphere - Kuala Lumpur

I’m finding it hard to understand and contacting them directly hasn’t resulted in a response. I’ll find myself in KL at the end of August and I see there’s a Cohiba atmosphere there. Is it a members only place or are people off the street allowed to go there and purchase and smoke there?  

If not, anyone have any recommendations on a cigar lounge to enjoy in the evening in KL? Where I can buy some cigars from the establishment.
