Michael Jordan in Capri with Cigar

My question is when Michael Jordan is in a club like this smoking a cigar, are other patrons allowed to smoke cigars as well?

My question reminded me of an experience I had long ago. I was in eating lunch in Arthur Ave in Bronx (Little Italy neighborhood) and an old man was smoking a cigar. Straight out of Goodfellas kind of guy and neighborhood. The only guy smoking a cigar like he owned the joint. I asked the waiter, "Can I smoke a cigar too?" He said sure and I went to the car and grabbed a cigar.
