That changed a while back. Wake up, CA.

The roles have long been split, with a person from the Spanish side and a person from the Cuban side.

So the Chinese are keeping Imperial's guy instead of having one of their own? Perhaps they think he's got the experience in dealing with HSA from the position of the outside partner, but he was loyal to Imperial. Not sure how the Chinese think he'll benefit them. I'd want my person in there, no question.
