Looking more closely all 5 cigars appear to be all packaged together in the cello. I don't know if this was standard or not at the time but that could be a red flag.

Hmm, I don't see anything wrong with the cigars. Keep in mind the discoloration of the cello after 40 years. 

The only thing I'm not seeing is the pigtails which might just be compressed by the cello. Can't rule out them being there. 

As it stands I would put them at a provenance call. Not like 70s-80s Lanceros in petacas are a holy grail item or anything. Good provenance I'd buy it. Bad/no provenance I'll pass.

My observation as well, not aware of petacas with cello wrapped cigar not being wrapped individually.

Here my last one of the 1990 Lanceros. 

The bands on that petaca look a little different with that black band above the dots and the yellow band being thinner on the bottom, but I suppose that could be attributed to Cuban QC? Yellowing on the cello looks similar. Of course the fact that they're all wrapped in cello together is odd.

Yes, could definitely be within the allowable spectrum of QC at the time. 

At this point the only potential red flag I see is the 5 cigars packed together in cello. If that was standard for the petacas of that era then I would conclude they could certainly be genuine.
