?Debit/Prepaid/Secured bank card questions for the UK/European experts?

Hello all. I hope all is well with everyone. I have a few questions for the above named title. A few years ago this was discussed with limited answers. But many things have changed since then. I was wondering if in the UK/European countries if it is readily available a debit/prepaid/secured bank card for us Yanks. As some of you may know, there is a limit of $5000 US that can be brought into Cuba. Now USD is no longer useful in Cuba, you have to roll in with Euro/Pounds Sterling etc. There is a heavy shortage of foreign currency here in Miami in the traditional exchange houses because of the situation in Cuba. So my question is for y'all experts, is how can this be done and with what suggested banks/companies? Also, can it be used in Cuba? Thanks all, John

Another bump in the road is Cuba prefers Visa and not all locations take MC. John
