Do they look dried / re-hydrated

Hard to really tell by the pics, but the wrappers don't look overly "dry" to me. The damage, while fairly minor - a bit bothersome.

Was the box open when you got them? If so, send them the pics and ask them what they would rather you do. Try one and alleviate your fears, or get some sort of return or other compensation. If they tell you to go pound sand, then move on and take your future money elsewhere.

 

If it was me, i wouldn't fret and smoke one first. If really worried, there's some wrapper glue you can buy and use with decent results.

Thanks for the comments guys. They are offering some discount via store credit that would be fine with me. If I have one I cannot send the box back, then.
The box was opened for inspection by the store but obviously they didn't have a good look on both layers.

My only concern would be if they have been dried out and lost their oils/taste.
