I'd say safe.  Smoke one and reply.  No reply and they were not so safe lol.

I'd look to return them if you are worried.  Do you ask for your cigars to be inspected?  That is a must for me.  I don't want me or my vendors put into a situation.

You definitely got moldy cigars. This is what I recommend. I've found this problem mainly in cardboard boxes but sometimes in wooden boxes as well.

(1)Get some scotch/rum/spirit, a clean rag and lightly wipe down the cigars

(2)Quarantine them in a separate humidor. Let them accumulate to the humidity. 

(3)Smoke and enjoy!

Why do they need to be quarantined separately?

There's still mold spores on them that you can't see. Just to be safe it's best to isolate so it doesn't effect your other cigars.
