Is there a LCDH at the Parque Central hotel and at the Hotel Seville in Havana?

No and no. But Conde Villanueva is pretty close by. Not sure what the closest LCDH is but Conde is great. Get customs from Reynaldo. There's the Cohiba Atmosphere in the Kempinski too, it just kinda sucks... but take your stick to the roof lounge and BAM! You’re Havanaing in style my friend! There is a small cabinet at Parque Central I believe, but very small selection. And the Partagas Factory is close too. GREAT spot. Go to the VIP room. Say hi to Odalys
