Get her a “Shih Tzu” ... be sure to tell her it’s name is “sue” ... now she knows what to say when they go for a walk . ??

Right.  100% not a Westie. Some kind of Maltese mix is my bet.  We had a Bichon for 16 years.   Similar, bit still could not really be mistaken for a Maltese.   If we had to get another dog a Maltese would be high in the runnng. And we’d try to find a rescue Maltese or mix thereof.   Great dogs.  

Of course a Westie is a great dog too....

Difficult to say with certainty. My daughter sais, if purebred closest she could think of is Bolonka Franzuskaya (see pic, Bichon group) with puppy cut (and this appears to be a younger dog), though his ears are very high up. But this is as yet not an internationally recognized breed, and so there may always be some variability. Certainly some Bichon genes there. Most likely a crossbreed.

One can rule out the Tibetians such as Lhasa Apso and Shih Tzu, as those display a much shorter muzzle and e.g. ears dropping closer to the head.
