Can US citizens be gifted Cuban Cigars from abroad

So, if a US citizen has family or friends living abroad, can the relatives abroad buy cigars and legally ship them to the US citizen (in the USA) as a gift without worries about seizure or fines? This seems like a gray area I can't find any references for. It looks like you can travel outside the USA and bring them back with you, but I'm not sure if a foreign entity (not a shop or LCDH) can ship them into the USA. What say you?

If that could be done, we'd all have an "Uncle Rob". 

No, must be brought with the traveler as "accompanied baggage", declared personal use only, subject to duties (which aren't a whole lot, BTW) over 100 cigars and 200 cigarettes.

Yeah, that's what I figured, but was not coming up with any references when I searched on it. I guess if it is not explicitly called out in the ruling, other exclusionary or inclusionary text would cover it one way or another. But I just wanted to clarify.

Still cannot be sent/shipped/mailed into the US, but can be brought back into the US provided they're not for commercial purposes.  And be prepared to pay duty for everything over 100 sticks (almost positive thats he threshold)  Same goes for Cuban rum...
