If they were serious, they would permit the opening up of small business to foreighners (without the JV limitations). Not that those foreighners would make a profit. Ryan Posted May 31, 2016 Posted May 31, 2016 I've seen this reported during the week. Comments from Cubans I've seen on various outlets suggests they aren't holding their breath. It looks likes a necessary step so that more private businesses can be opened by or hire more laid-off state workers, while being made too look like voluntary ecomonic reform by the state. Looking at the mess in Venezuela, that source of funds must be shrinking even more. Also, as the article states, there is still a lot of grey area. While more "small to medium private businesses" may be allowed now, I can't see any new small to medium sized private cigar factories or cigar exportation businesses opening under these reforms.
