Short of arresting people for smoking indoors, I don't see how they will be able to enforce it. Smoking is simply too entrenched in Chinese culture.

Mind that my last visit was in 1989, but I never have been in a country where so many people smoke. Down in Yunnan provence old folks smoked tobacco out of what looked like huge bamboo bongs. Don't get me started on Chinese spitting!

I travel to Shanghai regularly for work.

A couple of years ago we had to take a co-worker to the hospital. I was shocked to see people walking around in there smoking cigarrettes. unreal. Yes, there were No Smoking signs posted, but no one paid attention to them.
