It may even be worse. I tend to think they use the same lists of people as they use for family assistance, dole, pension etc. Maybe there is a regular flow of money in these programs that 'disappears' too. The stimulus payments would then be the tip of the ice-berg.

We certainly pay lots of pensions that go off-shore....
