These ships were in Havana/Matanzas last year but left due to non-payment. So they didn't have the $$$ back then but they do now. I guess if you shake the piggy bank long enough something will fall out. The biggest complaint that I am hearing about is the 3am mosquito wakeup call and its driving everyone crazy. Many are not going to work because there is no public transportation supplied by the government. Kids haven't gone to school in 3 weeks. Airport workers were told: "There is no bus, you'll have to get here on your own if you want to work". Gasoline is holding at $40/gallon and its hard to find at that price. Many are going solar, or using electric bikes/trikes to get around but not everyone can afford that. In place of going to work, workers are asked to protect the communist headquarters in their neighborhood. Usually a midnight shift, men and women. Oh, and bring a machete or a metal pipe if you want to.
