Beginning Jan. 1, 2026, any tobacco or nicotine product sold to consumers in California—whether in-person in the state or sold and shipped to a consumer—will need to be on the state’s Unflavored Tobacco List (UTL), a document that lists the products that the state has approved as legal for sale. All of this stems from the state’s 2020 ban on the sale of most flavored tobacco products in the state. As a result, not only are flavored tobacco and nicotine products mostly banned but also unflavored products must go through additional regulatory hoops to remain legal. Right now, companies selling the non-flavored products should be in the process of submitting their products to make the first version of the UTL, which is supposed to be published before the end of the year. 1 1
