For those in the know, explain how this is meant to work?

I guess before they invented the smokeless ashtray that sucked in the smoke, they used a fan to circulate the air around the ashtray, so the smoke wouldn't linger.

They were around for about 50-60 years, from what I can see online. Must have had some amount of popularity.

Exactly what I’ve been looking for. 
not kidding. I hate when there’s too much air moving around while I’m smoking.
