Need help from someone in Canada

One of my dear friends just had his father pass away. Obviously there can’t be a memorial or real service because of the current situation. There’s not even a place to send flowers, so I had a different idea. He’s located near Vancouver. I’ve been calling liquor stores in the area all day and for whatever reason, they can’t take my credit card order by phone and deliver to him. I’m trying to send a really nice bottle of either cognac or rum and 1 great cigar so that he can have a drink, have a smoke, unwind, and reminisce about his old man. 
 

Can anyone direct me on how to ship in canada, or want to sell me something in their inventory, and ship to his house-obviously I’m willing to compensate for items and service. Please let me know. Thanks.
