jjp4 Posted June 13, 2011 Posted June 13, 2011 The article is a good read. I don't understand how "greater autonomy" (i.e., pseudo privatization) will decrease the cigars' flow to the black market. The employees still have the same incentives to smuggle exports. It really sounds like they're just trading one watchdog for another.
