Hell, if you live outside of the US and don't need to visit the US anytime soon, then there probably isn't a more interesting time to go to Havana. Times are severely tough for locals so keep that in mind and any hubris in check. The Habanos festival is not Cuba. You are in a rarefied atmosphere of largesse.
