Will FOH, BR or any other Retailer ever be open to offering an: Collectors Starter pack with a min box count or paid consultation on what to grab

Or some type of Locker where certain boxes go in with a annual pay

there is to much unofficial cigar talk

but i think at this point trusted retailers should have some type of stake in the culture trends abroad (outside of cuba)

That level of specialisation would require the amalgamation/co-operation of a number of retailers operating from the right country. 

BR could certainly pull it off but It would be a little time away. The final form would vary somewhat but perhaps meet the basic requirements.
