José Mujica (former Uruguay president) visited Cuba in January and said that Raul Castro already made up his mind.

I couldn't find any major news website talking about it and I heard for the first time like a week ago (just this one from 2013: http://www.nytimes.com/2013/02/25/world/americas/raul-castro-to-step-down-as-cubas-president-in-2018.html?_r=0 ).
