JohnS Posted March 31 Posted March 31 Idaho Legislature Passes Bill to Allow for Mobile Cigar Retailers March 30, 2026 - Charlie Minato In recent years, the concept of a mobile cigar retailer—either in a large van, bus or trailer—has gained popularity. Last week, lawmakers in Idaho passed a bill that would allow for these types of businesses to be legal in the state. H.B. 817 modifies a variety of existing statutes to allow for mobile cigar businesses and “designated cigar gardens.” A mobile cigar retailer is exactly what it sounds like: either a motorized vehicle or a trailer. The “designated cigar garden” language defines an outdoor area that has been designated as an outdoor cigar area at an event. In order to qualify, the designated cigar garden would need to be either roped off or enclosed and prohibit people under the age of 21 from entering. These businesses would need to get an annual license from the state, which would allow the business to sell cigars without having a permanent location. While the bill has passed both parts of the Idaho Legislature, it still needs to be signed by Gov. Brad Little.
